Ⅱ Submission of National Declarations to OPCW

In March 2015, China submitted on time its annual declaration on activities in 2014 to OPCW, which declared 1425 industrial facilities. In this declaration, there were 38 facilities of S2 controlled chemicals, 176 of S3 and 1211 of S4 controlled chemicals. Later in September, China submitted to OPCW the annual declaration on planned activities in 2016.

In March 2015, based on Article VI of the Convention regarding non-prohibited activities, China submitted to OPCW the annual declaration on single, small-scale facilities of the Chemical Defense Institute and the production of S1 chemicals in 2014 by the 10kg Chemical Compound Laboratory of the Institute. In September 2015, declaration on production by the two facilities of S1 chemicals planned in 2016 was submitted to OPCW. In March 2015, National Plan on Chemical Weapons for Defense 2014 was submitted to OPCW as scheduled.

Based on provisions of the Convention regarding ACW, China submitted national declaration on JACW to OPCW, which mainly included location, types, number and current storage status of JACW newly discovered or to be destructed. In June 2015, China submitted to OPCW updated declarations on 2 JACW storage sites in Harbaling and Shijiazhuang as well as 8 temporary JACW storage sites in Shangzhi, Tianjin, Taiyuan, Wuhan, Xinzhou District of Wuhan, Yichang, Changsha and Yueyang. Then in December, updated declarations on 6 JACW storage sites in Jiamusi, Ningan, Harbaling, Shenyang, Harbin and Shijiazhuang and 3 temporary JACW storage sites in Shangzhi, Huichun and Taiyuan were submitted to OPCW.

To improve the quality and efficiency of declaration and make it easier for business declaration and local verification, the 2016 annual declarations on planned activities by industrial companies adopted new version of OPCW declaration tool to realize online filing by businesses and online management by authorities at different levels. China National Chemical Information Center was designated to conduct research on product codes of S4 controlled chemicals to help businesses choose the right codes for declaration.
