Ⅵ Monitoring and Management of Controlled Chemicals
Implementing authorities at all levels adhered to the rule of law and performed their work based on Regulation on the Management of Controlled Chemicals of the People's Republic of China(the Regulation)and other laws. Taking into account the fact that more than 80% of producers of controlled chemicals are SMEs, these authorities guided and supported businesses to adopt advanced technologies in technical upgrading and new products while paying attention to restructuring of the chemical industry, layout optimization, M&A facilitation and industry park clustering. Measures were taken for better planning, safety, environment protection and industry policies and reviews on application for production facilities of controlled chemicals were tightened. In 2015,28 companies were approved to build facilities(including hybrid factories)for producing controlled chemicals, of which 6 facilities were for S2 controlled chemicals, 16 for S3 and 18 for S4 chemicals containing phosphor,sulfur and fluorine.
To ensure business implementation of the CWC and fulfill its obligations, China adopted special licenses for producing controlled chemicals. In 2015, provincial offices of NOI strengthened its evaluation on special production licenses with stricter standards and intensified training to improve qualification and accountability of evaluators. Within the year,164 special production licenses were granted, of which 76 were new and 88 were renewed ones.
