Ⅸ International Cooperation and Exchange
China has paid great attention to international cooperation and assistance for CWC and played a constructive role through active participation in OPCW activities. China sent its delegations to meetings of the 78th,79th and 80th Executive Council, the 20th Conference of the States Parties and other international conferences; China sent its teams to the meetings of the Scientific Advisory Committee of OPCW and other organizational works; China has been active in multilateral consultations on OPCW declarations, inspections and other policy issues regarding CWC implementation with intensive exchange of views with Pakistan, Australia, UK and Italy; China sent its teams to the advanced training course on export control for non-proliferation held in USA, the 2015 OPCW seminar, the Chemical Safety and Security Workshops in Vietnam and Katar and meetings of national authorities; China was also active in participating the assistance and protection courses or joint rehearsals in Korea, Singapore, Lithuania, Serbia and Indonesia.
From May 5 to 8, 2015, China and OPCW jointly held in Beijing the 13th Regional Meeting of National Authorities of States Parties in Asia and the 1st Regional Meeting on Education and Outreach for States Parties in Asia, which were attended by over 70 representatives from 31 countries in Asia and Agentina. Deputy Director General Mrs Asirwatham from OPCW was present during the opening ceremony and delivered her speech. Also present at the opening ceremony was Liu Jianchao, Assistant Minister of Foreign Affairs who made proposals on enhancing implementation in the Asian region. Other speakers included Mark Albon, Director of International Cooperation and Assistance of OPCW, Goodier Singh Sahu, Chairman of Indian National Authority and Cabinet Secretary and officials from NOI of China.
On May 6, led by NOI and the Department of Arms Control of MFA of China, participants of the 13th Regional Meeting of National Authorities of States Parties in Asia and the 1st Regional Meeting on Education and Outreach for States Parties in Asia paid a visit to Beijing University of Chemical Technology(BUCT), during which they were briefed on BUCT training courses for African countries funded by MIIT and visited the key national laboratories of BUCT including those for organic/inorganic composite materials. Party Secretary of BUCT welcomed these guests and NOI made a presentation on China's implementation efforts and pointed out that China is willing to join hands with OPCW as well as Asian countries in pragmatic cooperation to promote chemi cal industry development and economic growth in the region, safeguard regional and world peace, benefic human being through achievements in the chemical sciences and realize purposes and objectives of the Convention. After the visit, NOI, MFA Department of Arms Control, BUCT Vice-President and OPCW Technical Secretariat had a discussion on further steps for cooperation.
On May 7, Mao Weiming, Vice Minister of MIIT met Goodier Singh Sahu, Chairman of Indian National Authority and Cabinet Secretary and exchanged views on CWC implementation. Vice Minister Mao briefed China's implementation work and expressed China's wish to enhance exchange with India on implementation and jointly promote chemical cooperation and development under the principle of shared benefit and friendly collaboration. Goodier Singh Sahu appreciated China's efforts and progresses and after introducing the chemical industry development and implementation in India, he expressed willingness of stronger exchange and cooperation.
On June 9,2015, State Councilor Yang Jiechi met in Beijing with the OPCW Director-General, Mr. Ahmet Üzümcü.
Yang Jiechi said,18 years after the Convention's entry into force, as now an important part of the international security system, it has play a non-substitutable role in the fields of disarmament and non-proliferation. China supports the purposes and objectives of the Convention, attaches great importance to the Convention and conscientiously fulfills the obligations. China is willing to continue to deepen the cooperation with the OPCW.
Mr. Ahmet Üzümcü presented his appreciation for China's comprehensive fulfillment on its obligations, spoke highly of China's significant work in the OPCW and expressed his willingness to work with China to further strengthen the communication and cooperation.
From September 14 to 25, China worked together with OPCW in the new advanced training courses on international assistance and protection. For the first time, such courses were provided to 4 neighboring countries-Vietnam, Laos, Cambodia and the soon-to-be States Party Myanmar-with a total of 22 students in a 2-week training. Since 2008, 6 trainings in this regard have been organized for 119 students from 48 countries.
