Abstract
This book is compiled by Research Center for the Economies and Politics of Transition Countries of Liaoning University. As the key research base of humanities and social science and a domestic research platform approved and supported by Ministry of Education of the People's Republic of China, the center takes the purpose to promote the research on the economic and political issues of transition countries in Eurasia, as well as the relationship between China and transition countries. For that reason, we planned a research project in 2017 named Cooperation between China and Transition Countries under the Framework of the“One Belt One Road”. Professor Qu Wenyi designed the research framework. The center invited domestic and foreign experts and scholars to participate in three international academic conferences held in the summer of 2017, discussing academically and publishing their research outcomes about the theme. This book is the crystallization of these works. Professor Qu Wenyi and associate professor Cui Zheng edit the book. The authors are outstanding experts and scholars coming from the famous universities and research institutes in China and Eurasia. Among them, there are eleven Chinese scholars, six Russian scholars, four Kazakhstan scholars, and one Belarus scholars. Eight teachers in the Russian Department of Liaoning University, including Xie Yuncai, Zhang Jie, Hao Huimin, Liu Yanchun, Peng Longmei, Mu Zhonghuai, Zhang Rong and Liu Bo, undertake the Chinese translation of foreign authors' papers.
This book consists of three parts that are“Economy and politics in Eurasian”, “Docking between One Belt One Road and Eurasian Economic Union”, as well as“Economic cooperation under the framework of One Belt One Road”. The first part is mainly about the research on the development of Eurasian countries and regions, including the economic situation and prospect of Russia after western economic sanctions, as well as the development of logistics, trade and tourism of countries along the Silk Road Economic Belt. The second part is the docking study between“One Belt One Road”initiative and Russia led“Eurasian Economic Union”including the comprehensive study from the angles of global strategy, docking risk and cognitive perspective, the analysis of interests and prospects the construction of Silk Road Economic Belt from the perspective of Kazakhstan which is one of important countries along the line, as well as the research on the status quo and prospects of“Eurasian Economic Union”development. The third part focuses on the economic cooperation between China and Eurasian countries under the framework of“Silk Road Economic Belt”, including the trade between China and countries along the line and the empirical analysis of economic spillover effects, the Sino Russian economic cooperation at different levels and the influence, the financial cooperation between China and Belarus, the industrial cooperation between China and Kazakhstan, as well as the study of construction of the Eurasian space transportation system under the framework of“One Belt One Road”.
Starting from multiple disciplines and perspectives, combining qualitative analysis with quantitative analysis method, the authors study the cooperation between China and Eurasian countries under the framework of“One Belt One Road”, topics of which cover five aspects those are policy communication, facilities connection, trade flow, capital circulation and interlink of people hearts. Despite different perspectives and methods, the authors have basically reached a consensus that the construction of“One Belt One Road”is conducive to promoting the development of countries along the line and Eurasian countries especially although the construction process will also face a variety of problems and risks. Therefore, the objective and dispassionate academic research and the international exchange of the scholars are very important.
This book helps readers to understand the important internal development of Eurasian countries through which the“Silk Road Economic Belt”pass, the Belt and Union docking and construction between China and Eurasian countries, as well as China and Eurasian countries economic cooperation progress and related problems under the framework of“One Belt One Road”, which also has an important reference value to the relevant departments' policy making.
