作者简介

田禾，中国社会科学院国家法治指数研究中心主任，中国社会科学院法学研究所研究员、法治指数创新工程首席研究员，《法治蓝皮书》主编；最高人民法院信息化专家咨询委员会委员、最高人民法院执行特邀咨询专家；全国先进工作者，享受国务院政府特殊津贴；主要研究领域为刑事法治、实证法学、司法制度。

Tian He，director of Center for National Indices of Rule of Law and researcher of Institute of Law，Chinese Academy of Social Sciences（CASS）. She also serves as chief expert of Innovation Project Team on Rule of Law Indices，chief editor of Blue Book of Rule of Law，member of Informatization Advisory Committee and consultancy expert on judicial execution of Supreme People’s Court. She was awarded the title of National Advanced Worker and receive a special allowance of the State Council. Her main research areas include criminal law，empirical legal research and judicial system.

吕艳滨，中国社会科学院国家法治指数研究中心副主任，中国社会科学院法学研究所研究员、法治国情调研室主任、法治指数创新工程项目组执行研究员，《法治蓝皮书》执行主编。主要研究领域为行政法、信息法、实证法学。

Lti Yanbin，deputy director of National Center for Rule of Law Index，CASS，researcher and director of Investigation and Research Office of Rule of Law of Institute of Law，CASS. He also serves as executive expert of Innovation Project Team on Rule of Law Indices and executive editor of Blue Book of Rule of Law. His main research areas include administrative law，information law and empirical legal research.
