小结
在新的全球语境下，太平洋岛国海洋大型发展中国家的身份已经不断获得国际社会的认同。然而，未来它们在建构身份的过程中仍然面临着一些阻力，这些阻力既有自身因素，又有外部因素。如何克服这些阻力是太平洋岛国未来面临的一个重要议题。总体而言，国际社会对太平洋岛国海洋大型发展中国家的认同有助于建构新型海洋秩序。太平洋岛国代表着第三世界，是典型的发展中国家。与传统海洋强国相比，太平洋岛国在国际海洋事务中的积极作用有助于维护第三世界的利益。
随着全球政治经济格局的不断变化以及海洋事务的日益发展，人类对海洋的认识将不断提高。太平洋岛国所秉持的“人海合一”的海洋理念将使得人类对海洋重新认识，从而更好地建构新型海洋秩序。这有别于西方国家的海洋观念，对海洋的深度认识是建构新型海洋秩序的基本要素。西方国家认为人类是海洋的“管家”，而太平洋岛国则认为人类与海洋之间是亲属关系。在当下很多环保用语中，“管家”很大程度上被使用。“管家”意味着人类把保护海洋的责任视为保护他们的领地、森林以及王国。这表明人类掌控着海洋，凌驾于海洋之上。太平洋岛国则认为人类是海洋的一部分，与海洋有着亲属关系。西方把海洋视为水生的陆地，而太平洋岛国则认为海洋不同于陆地，有着自身的特点。海洋象征着生命的流动，以及世界不断变化的特性，这与陆地的特性有着很大的不同，陆地则象征着稳定。海洋是国家与人类之间巨大的连接器，以及人类共同拥有的羊水。一位来自帕劳的太平洋岛人将太平洋岛人描述为一只脚站在陆地上，另一只脚则站在海洋上。这两者都对太平洋岛国居民的幸福和健康有重要意义。除此之外，西方国家认为人类缺乏资源，所有的资源都应当被获取，并组成经济模式的基础。太平洋岛国则认为人类有着丰富的资源。然而，资源丰富需要承担尊重、满足以及供给食物需求的责任以及建立所有事物之间联系性的责任。这并不意味着浪费或无礼。[173]
作为海洋大型发展中国家，太平洋岛国明确呼吁国际社会应该充分认识到这一点。比如，基里巴斯总统汤安诺（Anote Tong）把他的国家视为海洋大型国家，并强调了海洋对国家的可持续发展、联合国前年计划实现以及全球共同体幸福的重要作用。同时，汤安诺强调了海洋生态系统对人类健康的关键作用。人们通过利用海洋资源，可以使太平洋岛国从依赖援助中解放出来。“我们是一个海洋大型岛屿国家。我们相信通过利用广阔的EEZ，可以实现可持续发展。我们相信通过利用海洋，可以降低对发展援助的依赖……”[174]同时，从长远来看，随着全球海洋治理理论的不断完善以及应用的日益广泛，全球海洋治理将会成为全球治理的一个重要领域。南太平洋海洋治理有助于国际社会深化对海洋治理的认识，更好地维护海洋环境、利用海洋资源等，促进人类与海洋的和谐共存。南太平洋海洋治理为全球海洋治理提供了一个很好的方案，也是一个海洋治理成功的案例。
