3 Unit Commissioning and Handover Acceptance
3.1 General
3.1.1 Unit commissioning is an important process to fully inspect the manufacturing，design，construction，commissioning and production management of the main equipment and its auxiliary systems，as well as a critical procedure to ensure that a unit can be put into production in a safe，reliable，economical and civilized manner，reach designed capacity and achieve returns on investment.
3.1.2 Unit commissioning is generally divided into two stages，i.e.individual commissioning（including single machine commissioning and single system or multi-systems commissioning）and unit startup commissioning（including no-load commissioning，part-load commissioning and full-load commissioning）.The commissioning system and unit startup commissioning must be undertaken by organization with the corresponding commissioning capability and qualification.
3.1.3 In order to properly organize and coordinate unit commissioning and acceptance in various stages，the Unit Commissioning Headquarters（"UCH"）and Startup Acceptance Committee（"SAC"）shall be established.Unit commissioning and handover acceptance in each stage shall be performed under the guidance of the UCH.The preparation for unit startup commissioning，special case during commissioning and the conditions for handover for production must be reviewed and decided upon by the SAC.
3.1.4 Single machine commissioning and quality inspection for various equipment in a unit shall be performed according to relevant technical specification and quality inspection regulations of the power industry for power construction projects；the commissioning and quality inspection in single system or multi systems and unit startup commissioning shall be performed according to relevant technical specification and quality inspection regulations of the power industry for commissioning of power construction projects.
3.1.5 A unit must be supervised and approved by PCQSA before implementing unit startup commissioning.
3.1.6 In case of any event such as equipment damage and unplanned operation interruption during unit commissioning，the general commander shall preside over such matters，and organize various parties in the project to perform event investigation and analysis，and establish corresponding preventive measures.
3.1.7 After unit startup commissioning，a unit shall undergo quality supervision and evaluation by PCQSA.
3.1.8 Unit archiving and handover shall meet relevant regulations of the state and the power industry for archiving of construction projects，and shall be completed by relevant construction company，design institute，commissioning company and supervision company organized by project owner within 45 days after a unit is handed over for production.
3.1.9 The commissioning documents to be handed over include single machine commissioning records and inspection certificates，commissioning outline，commissioning plans or measures，commissioning reports，commissioning quality inspection certificates，grid-related special test plans or measures，gridrelated special test reports，unit performance test plans or measures，and unit performance test reports.
3.1.10 Spare parts and accessories for maintenance which are supplied under an equipment supply contract，remaining wear parts and consumables and accessories for installation after construction，and special instruments and tools shall be handed over to the production organization by the construction company organized by the project owner within 45 days after the unit is handed over for production.If the foresaid items are required for the installation and commissioning of other units in this phase of the project，the borrower shall borrow them from the production organization，and return them on time.
