4 System Design
4.1 General Requirements
4.1.1 System design shall be based on the categories,properties,services and transportation methods of granular,pelleted and lump materials for achieving reliable operation,high-tech level and cost effectiveness.
4.1.2 System design should suit the possibilities that sources,qualities and properties of raw materials(fuels)may change when project is put into operation for improving safety performance and flexibility.
4.1.3 System design shall,depending on natural conditions in the region where project is constructed(e.g.,elevation,meteorologicalconditions,seismicconditions,geotechnicalconditions and etc.),considering the site landforms to obtain simplifying and compact layout.
4.1.4 For flammable,explosive,corrosive and toxic material services,protection provisions shall,in accordance with the related national codes and standards for fire protection,explosion protection,dust control,toxicity protection,safety,health,noise control and environmental protection,be made in system design for improving operating conditions and ensuring personal safety and health.
4.1.5 Design of railway loading/unloading line,truck loading/unloading bay,wharf loading/unloading process and logistics systems for hazardous materials shall conform to the Regulation on the Safety Management of Hazardous Chemicals,the Management Rules for Railway Transportation of Dangerous Cargos,GB 15603 and etc.
