3 Basic Requirement

3.0.1 Energy measuring and monitoring facilities shall be arranged for new and transformation projects in iron and steel enterprises.

3.0.2 Energy measuring and monitoring facilities in iron and steel enterprises shall meet the requirements of energy-using organization and sub-organization of energy using,cell of energy using for classified energy settlement and assessment.

3.0.3 Measuring and monitoring varieties shall cover electric power,solid state energy,liquid state energy,gas state energy and energy-consumed media involved in main processes and public utility processes in iron and steel enterprises.

3.0.4 The measuring and monitoring scope shall cover contents below:

1 Energy consumption,energy quality,self-production energy volume and recycled excessive energy of energy-using organization,sub-organization of energy using and cell of energy using;

2 Energy output and quality of energy generating unit,status of critical equipment;

3 Energy storage volume,input,output and status of critical equipment of energy storage unit,energy transmission and distribution unit and bleeding facilities.

3.0.5 The energy measuring and monitoring equipment shall have data communication function.The monitoring equipment shall be able to acquire data from energy measuring devices accurately and reliably in real time and transmit data to the energy management system.

3.0.6 Independent medium pipeline should be provided for the measuring and monitoring of suborganization of energy using and cell of energy using.

3.0.7 Measuring instruments shall be equipped in accordance with related stipulations in the current national standard General Principle for Equipping and Managing of the Measuring Instrument in Organization of Energy Using(GB 17167)and Specification for Equipping and Managing of Measuring Instruments in the Iron and Steel Industry(GB/T 21368).

3.0.8 Centralized management should be adopted for energy measuring and monitoring data of iron and steel enterprises which shall be stored for more than 3 years.

3.0.9 The measuring instruments may serve as monitoring equipment as well.
