1.Education

Shaanxi Province enjoys rich educational resources. Besides six military academies, there are also 110 colleges and universities in Shaanxi, including 96 common ones (with nine independent colleges) and 14 adult colleges and universities. Eight universities are included on the list of China's “Double First Class” Initiative, with another eight vocational colleges included on the list of China's Double High Standards Project".

All 107 counties within the province have reached the national basic evaluation standard for balanced development of compulsory education at the county level. The ratio of super-large classes is controlled below 3%, exceeding the national target of 5%. A new pattern of moral education in compulsory education has been unfolding, with 122 model schools of cultural construction of compulsory education. Altogether 107 Youth Activity Centers were established in the counties and districts, together with seven comprehensive practice demonstration centers, 680 children's palaces in the rural areas, and 140 provincial level practice centers for research, study and travel.

2.Medical Care

In 2020, Shaanxi Province accelerated the informatization of the medical care, advanced the application of medical insurance electronic vouchers, and standardized public service specifications of medical insurance. We have fully implemented the“one-stop service, one window processing, and one-single system settlement” within the urban area, and further coordinated the advancement of the“three-medicine linkage” reform of medical care, medical insurance and medical circulation. Efforts were exerted to ensure all the registered poor people and“marginal households” (families at the threshold of poverty) participate in the basic medical insurance, the medical insurance and assistance system for major diseases be perfected, and the preferential treatment policy for the poor be fully implemented.

A unified and basic medical insurance system for the urban and rural residents has been fully implemented, with the insurance participation rate remaining at over 95% and reimbursement rate of hospitalization expense within the scope of policy protection remaining at about 70%. The level of medical security has been steadily improved.

3.Housing

During the 13th Five-Year Plan, the housing condition of residents in Shaanxi Province has been remarkably improved. A total of 806,856 sets of shanty and dilapidated houses have been renovated, making over 800,000 residents “move out the sheds and settle down in storied buildings”. The urban low-income families with housing difficulties under the coverage of the subsistence allowance have also received due subsistence allowance. The housing difficulties of 148,000 low-income households have been basically resolved, and a total of 146,900 rural dilapidated houses have been renovated.

In 2020, a housing provident fund loan of 31.923 billion yuan was issued in Shaanxi Province, and 25.813 billion yuan was invested in the low-income housing project, with the renovation of old urban residential communities and supporting infrastructure benefiting 412,400 households.

4.Employment

Since the 13th Five-Year Plan, Shaanxi has been continuously promoting the employment. Over 450,000 new jobs were created annually in the cities and towns of Shaanxi Province from 2016 to 2019, and over 6.2 million people in the rural labor force were employed or transferred to other undertakings every year.

In 2020, Shaanxi strove to promote stable employment, meticulously built a dynamic employment service platform of real-name system. 22 policies and measures were issued to stabilize employment, which has helped 2.925 million migrant workers return to work, and provided 157,000 jobs for veterans. The employment rate of college graduates reached 81.6%, and 432,000 new jobs were created in urban areas.

5.Social Security

During the 13th Five-Year Plan, the minimum standard of basic pension for urban and rural residents in Shaanxi was raised from 75 yuan in 2015 to the current 115.5 yuan. The standard for unemployment benefits insurance has been increased for three consecutive years. The maximum amount has been increased from 1110 yuan at the end of the 13th Five-Year Plan to 1,620 yuan, the minimum amount from 892.5 yuan to 1,440 yuan, with an average increase of 536.25 yuan.

In 2020, the per capita disposable income of urban and rural residents increased by 4.9% and 8% respectively. The social security system has been further improved, with the urban and rural subsistence allowance increased by 5% and 12% respectively. The pensions for corporate retirees have achieved"16 consecutive increases". The adjustment of social insurance benefits for 18 groups in six categories has benefited 3.68 million people, and temporary price subsidies of 1.259 billion yuan were granted to people with special needs.

6.Public Cultural Service

A total of 113 public libraries, 119 cultural centers, and more than 18,000 comprehensive cultural service centers at the community level are now freely available to the public in Shaanxi Province. Moreover, we have built four national public cultural service system demonstration zones, eight demonstration projects, 56 provincial and 24 national cultural advanced counties, and 30 provincial and seven national folk culture and art townships.

The pilot work of multi-functions at five national and 18 provincial culture and tourism public service institutions was carried out. Shaanxi Mass Cultural Festival, Reading Cultural Festival, Opera into the Countryside and other brand activities were held one after another. More than 1,000 art tour performances were held for the people in 2020.
