Education

Shaanxi Province enjoys rich educational resources. Besides 6 military academies, there are also 110 colleges and universities in Shaanxi, including 96 common ones (with 9 independent colleges) and 14 adult colleges and universities. 8 universities are included on the list of China's "Double First Class" Initiative, with another 8 vocational colleges included on the list of China's"Double High Standards Project".

In 2021, Shaanxi made solid progress in easing the burden of excessive homework and off-campus tutoring for students undergoing compulsory education. Vocational education and higher education were strengthened, with 3 more disciplines included in the new round national "double first-class"construction plan.

Medical Care

In 2021, the joint reform of medical service, medication and medical assurance was further deepened. Shaanxi took the lead in achieving full coverage of traditional Chinese medicine clinics in the rural and urban areas, with further improvement of the drug safety management and guarantee abilities. Within the scopes of basic medical insurance for employees and urban and rural residents, the proportion of hospitalization reimbursement remained stable at about 80% and 70% respectively; the number of diseases covered by the Special Treatment for Serious Diseases was expanded to 30, and the vaccination rate of Covid-19 vaccine reached 86.8%.

Housing

In 2021, Shaanxi focused on the "Joint Construction of Beautiful Environment and Happy Life", and made ceaseless efforts in improving qualities of environment and people's life. By putting emphasis on advocating houses for living in rather than speculative investment, Shaanxi took concrete measures in ensuring the virtuous circle and healthy development of the real estate industry. By focusing on the housing problems, Shaanxi worked out practical solutions to the housing problems of urban poor people.

Altogether 22.964 billion yuan was invested in the low-income housing projects of the whole province, and 10,239 new houses and apartments were put into construction in the shanty town renovation projects, with 29,815 basically completed. Urban housing security family rental subsidies were granted to 42,678 households, with 5,068 new public renting houses and 22,421 new low-income rental houses put into construction respectively. A total of 3,634 urban old communities were put into reconstruction, benefiting 393,400 families.

Employment

The year 2021 marks the beginning for Shaanxi Province to consolidate and expand the achievements of poverty alleviation and then link them with the efforts of rural revitalization. To achieve such effective connection, Shaanxi gives top priority to stabilizing employment and pays close attention to three key groups, including those who have just emerged from poverty but whose position is far from secure, those on the verge of poverty who can fall back in again easily, and those experiencing difficulties in meeting their basic needs due to expenditure induced by illness. It also gives prominence to three key issues of "key counties for receiving assistance for rural revitalization, the poor who have been lifted out of poverty and resettled population" while focusing on "stabilizing output, expanding channels, improving capabilities, and optimizing services". A total of 2.1643 million people in the province, who had been lifted out of poverty, worked away from their hometown in 2021, an increase of 102.9% (62,000) compared with the previous year.

Social Security

In 2021, 16,500 elderly care institutions and service facilities, and 276,000 various aged care beds were offered in Shaanxi. The coverage rates of urban community daycare centers and rural mutual aid and happiness homes for the elderly reached 57.2% and 83% respectively. Shaanxi has also established 100 assistance institutions, 86 funeral homes, 183 cemeteries, and 48 civil affairs welfare parks, covering 44% of the counties (districts).

Public Cultural Service

In 2021, the excellent performances of Chinese Qin Opera have benefited more than 6 million audiences. The 7th Silk Road International Arts Festival has attracted over 13 million viewers.

In Shaanxi, 948 branches of cultural centers, 1,036 branches of libraries, and 444 new public cultural spaces such as urban study rooms have been established. More than 130 measures to benefit the public were launched, and more than 700,000 coupons were issued by the local authorities. The program "Sending Operas to the Countryside" has given 13,400 performances. 6 demonstration application scenarios of "5G + culture tourism" and 2 smart tourism projects have been completed. Rural tourism has benefited 344,500 rural households, including 1,240,100 people, and created 693,700 jobs in rural areas, a year-on-year increase of 9.28%, 9.17%, and 9.27% respectively.
