近现代历史上，任何国家的崛起都必然伴随着思想的崛起。对于中国这样一个正在探索一条史无前例发展道路的社会主义国家来说，思想的崛起意义更加重大。而智库作为知识密集型组织，其核心角色就是知识的储备与思想的创新，智库发挥着提升国家智力资本的重要功能。当前，中国在大国快速发展过程中的知识和智力储备显然不足，亟须加强以智库发展为核心的智力资本构建。
中国智库建设作为推进国家治理体系和治理能力现代化的重要内容，既要借鉴世界发达国家的优秀经验，也要吸取中国历史几千年的治国理政智慧，更要结合中国国情和文化传统，创造性地发展中国特色新型智库。本书围绕提升中国智库核心竞争力这一当前亟待解决的问题，对智库核心竞争力建设的理论支点、中国智库发展的历史渊源与传统、美国智库的智力资本、美国涉华智库的研究动态、英国智库的发展模式、中国特色新型智库建设的关键问题、大学智库建设等进行了系统研究，并对中国智库发展的现状与问题进行了分析，在此基础上提出政策建议。本书明确指出，智库的核心竞争力是智力资本。在政府主导下建立一套制度安排，从政策、法律、税收、资金、信息、市场、人才、运营、传播各个层面，切实提高智库的制度保障、人才资源和传播能力，中国智库才能真正成为国家崛起的动力之源。

Abstract
Throughout modern history，the rise of any nation is always accompanied by the rise of knowledge The rise of knowledge is of particularly great significance to China，a socialist country that has been exploring an unprecedented road As knowledge intensive organizations，think tanks，whose distinctive features are the knowledge base and the innovation on thought，play essential roles to enhance intellectual capital of a country Currently，the knowledge accumulation and intellectual base are evidently insufficient for the rapid development of China; therefore，it is urgent that China build its own think tanks and strength its intellectual capital.
As vital components of national governance system and modern governance，Chinese think tanks，in order to develop its unique model，need to draw on excellent experience of the developed countries，learn from political wisdom of thousands of years of Chinese history，and，more importantly，absorb China's actual conditions and culture traditions This book focuses primarily on enhancing core competence of Chinese think tanks，an issue that needs to improve urgently; moreover，the book discusses following aspects: the theoretical work to construct the core competence of think tanks，history and traditions of Chinese think tanks，intellectual capital of American think tanks，research dynamic of Chinarelated Think Tank in America，the development of think tanks in Britain，key issues to build think tanks with Chinese characteristics，university-based think tanks etc. By analyzing status quo and challenges of Chinese think tanks，the author makes several strategic suggestions. Additionally，the author clearly states her opinion that the core competence of think tanks lies in the intellectual capital. The government should establish a systematic mechanism，involving policy，law，taxation，capital，information，market，human resource，operation，and communication，and further reinforce the related system，talent cultivation，and communication skills of think tanks. Only through these approaches can think tanks thrive to be powerful motivators for the rise of China.
The book employs multidisciplinary approaches，including political science，economics，sociology，history，public policy，and communications，in order to fully analyze the core competence and to provide insights into the building and development of Chinese think tanks.
