B.12 Study on the Path of Shanghai's Promotion of Modernization of Ecological Environmental Governance

Abstract: Facing the transformation of economic development from industrialization to post-industrialization, the transformation of ecological environment from constraint conditions to favorable conditions, the transformation of China's ecological civilization from technological innovation to institutional innovation, the modernization of ecological environment governance has become a new direction for regional ecological environment development. This paper firstly introduces the modernization of ecological environment governance, and then identifies the achievements and problems of ecological environment in Shanghai. Next part, it analyzes the characteristics and goal of Shanghai in the modernization of ecological environment governance from four dimensions: idea, actor, methods and assessment. About the governance methods, it specifically includes the monitoring network, laws and regulations, informatization and multi-dimensional cooperation. It further points out the insufficient cross-sectoral cooperation, imperfect market mechanism and low level of informatization in the modernization of ecological environment governance in Shanghai, and in the end it proposes some countermeasures.

Abstract: According to the analysis of environmental protection development situation at home and abroad, the main environmental problems of Shanghai at this stage facing was sorted out, the deficiencies in the aspects of ecological environment quality and environmental management was put forward. The medium and long term treatment path for key environmental pollution prevention fields such as water, air and ecology should consider as: promote city water point and non-point source control, strengthen water base cooperation; promote city energy conservation and low carbon development, upgrade air point source treatment technology; give priority of ecological environment development, improve ecological services.

B.14 Long-Effect Mechanisms to Promote Household Waste Sorting in Shanghai

Abstract: In the last four decades since beginning of Reform and Opening Up, Shanghai Municipal Government has paid great efforts to promote recycling or safe disposal facilities for different wastes, and even has paid great attention to establishing and optimizing economic incentives to encourage waste sorting. Especially since 2011, Shanghai has witnessed great success in household waste sorting thanks to economic incentives and community governance mechanisms; “Green Account” is a famous economic incentive policy and is successful to some extent in the first phase. In the future, Shanghai needs to introduce more effective economic incentive policy(i. e. differentiated waste charge), to coordinate waste sorting modes in the hands of the residents and the follow-up waste treatment facilities of different types, and to enhance institutional capacity building via community governance.

B.15 Study of Ecological Conservation Redline Management System Construction of Shanghai

Abstract: The Third Plenary Session of the 18th CPC Central Committee put forward the strategic requirements of “delineating and strictly observing the Ecological Conservation Redline”. The “Nineteenth National Congress” report emphasizes promoting the overall protection of ecosystems, “coordinating the management of landscape and forestry lakes and grassland, and implementing the most stringent ecological environment. The Ecological Conservation Redline has become an important starting point for the construction of national ecological civilization, and has been upgraded to the national strategic to become the national ecological security line. In this context, Shanghai actively carried out the delineation of Ecological Conservation Redline, which is not only a positive response to the country's strategic requirements for promoting ecological civilization construction, accelerating the reform of the ecological civilization system, and implementing the Yangtze River Economic Belt's protection. It is also an important measure for Shanghai to maintain the bottom line of urban ecological security and achieve excellence in global urban construction. In February 2018, the State Council officially approved the Shanghai Ecological Conservation Redline Delineation Plan. The next step is to establish and improve the Ecological Conservation Redline management system and promote Shanghai ecological protection red line. We thus discussed the management system from 4 dimensions and discussed the management countermeasures from 8 aspects. In order to provide support for Shanghai to strictly adhere to the Ecological Conservation Redline and ensure ecological security.
