Abstract: In addition to the high level of economic development, global cities are also in the forefront of the world in urban environmental governance. On the basis of reviewing the history of urban environmental governance in London, New York and Tokyo, this paper summarizes the experience model of global urban environmental governance. The model of urban environmental governance in global cities provides experience for Shanghai's urban environmental governance. In the process of urban environmental governance in Shanghai, it is necessary to improve the construction of laws and regulations, strengthen the macro-strategic guidance of the government, improve the construction of market system and mechanism, play a positive role of third parties, and promote urban environmental governance with the opportunity of building an excellent global city.

B.9 International Comparison and Enlightenment of Global City Environmental Policies and Regulations

Abstract: Building a remarkable global city is not only the need for Shanghai's economic transformation and development, but also an important carrier for China to form a new comprehensive opening pattern. By comparing the evolution of major global city environmental policies and regulations, it is found that global city environmental policies and regulations are closely linked to economic and social development, focusing on the implementation of environmental policies and regulations, and multi-sector efforts to promote global city environmental governance. Commonality, while each city has different emphasis on environmental legal system according to the actual situation of its economic development. The evolution of Shanghai's environmental governance policies and regulations can be divided into three stages: start-up, development and maturity. Each stage has different environmental regulations and policies. Although some achievements have been made, there are still some gaps with global cities such as New York, London, Tokyo, and Paris. Therefore, Shanghai should improve the construction of environmental policy and regulation from the aspects of guiding ideology, formulation and improvement, implementation and institutional guarantee.

Abstract: From the concept of “eco-city” to the idea of environmental protection being deeply rooted in people's hearts today, the world has made a lot of exploration on eco-city construction theory and insisted on practical innovation. Eco-city construction has become an important measure to cope with climate change, resource and energy crisis. The active eco-city construction is regarded as an indispensable public policy to promote and guide in many countries, and has accumulated a lot of successful experience in the continuous construction and improvement. By sorting out and comparing the construction management characteristics of three global-cities New York, London and Tokyo in the process of eco-city construction, this study analyzes the common problems they face, summarizes the successful experience of international global cities in eco-city construction, and provides enlightenment for the construction of Shanghai eco-city.

Abstract: Cities is the most prominent area of the contradiction between economic development and environmental. All the cities around the world have experienced the industrial transformation, the efficiency improvement of energy transportation, and the systematically promoting the development of environmental economic coordination. Through the practice and experience of global cities in promoting the coordinated of environmental and economy, it can be found that the transformation industry determines is the key to the coordination of environmental and economy. The transportation system is the difficulty of environmental economic contradictions. The spatial structure of the city is the base of the urban ecological environment, and the policy is the guarantee for promoting the coordinated of environmental and economy. Compared with global cities,Shanghai still has problems in the industrial transformation, the inefficient use of energy, the environment quality, and the lag of environmental strategy. It is necessary to be advanced systematically in these areas.
