In today’s world, over 50% of the population lives in urban areas and more people will be urban. With the rapid urbanization, countries all over the world, especially developing countries, are faced with challenges and opportunities. The population agglomeration has significantly improved the scale economy in cities and regions, but at the same time it has led to such issues as noise, congestion, and pollution. Global challenges, such as climate change, resource exhaustion, and so on affect human beings residing in different regions in different ways, so we exactly need new solutions. In response to these challenges, countries in the world are trying to apply various planning methods. The International Guidelines on Urban and Territorial Planning (hereinafter referred to as Guidelines) is designed to provide a useful reference framework for all countries and regions, which can be adopted according to local conditions. In the comprehensive planning process, the 12 principles in the Guidelines aim to guide policymakers to formulate and revise policies, plans and designs. It was approved by the Council of the United Nations Human Settlements Programme (UN-Habitat) in resolution 25/6 in April 23, 2015.
编者按 当今世界,城镇化率已经跨越了50%的门槛,未来更加明确地属于城市。城镇化正在加速,尤其在发展中国家,挑战与机遇并存。人口集聚显著提升了城市和区域的规模经济效应,但同时也产生了成本和外部性,例如噪声、拥堵和污染等。气候变化、资源枯竭等全球性的挑战在不同地区以不同方式影响着人类,急需新的解决办法。为了应对这些挑战,全球各地都在尝试实施不同的规划方法。《城市与区域规划国际准则》(简称《准则》)旨在填补关键空白,为各个区域、国家和地方提供一个有用的参考框架,可以因地制宜地采用。《准则》在综合的规划过程中提出了12条原理,旨在指导决策者制定和修订政策、规划与设计。2015年4月23日,联合国人类住区规划署(人居署)理事会第25/6号决议通过了该《准则》。
